Late discovery of high-risk classification causes:

These are engineering problems, not legal ones but they surface too late.
Retrofitting them under regulatory pressure is slow, expensive, and disruptive.

The strongest AI teams will:
Treat risk tiering as an architectural input
Design governance alongside features
Anticipate downstream deployment contexts
The weakest teams will keep asking:
“Does this apply to us yet?”
By the time the answer is “yes”, options are already limited.
